Major Projects
- Community Development Entities (CDEs)
- Overview: DHPAC has identified 5,000 locations within Opportunity Zones across all 50 states to establish Community Development Entities (CDEs). These CDEs will feature Incubators, Makerspaces, Pre-Accelerators, and Industrial Parks.
- Objectives: Foster local economic growth, support startups, and create high-quality jobs. Each CDE will also serve as an Energy Hub, generating renewable energy and enhancing energy security through micro-grid systems.
- Energy Hubs and Micro-Grids
- Overview: Each CDE will be equipped with renewable energy generation facilities, strategically located near substations to efficiently distribute energy to the grid.
- Objectives: Promote environmental sustainability, reduce carbon emissions, and improve energy resilience in local communities.

- Biden-Harris Administration Funding Announcement
- Date: March 25, 2024
- Details: The Biden-Harris administration has announced up to $6 billion in funding for 33 projects across more than 20 states. These projects aim to decarbonize energy-intensive industries, create good-paying jobs, and strengthen domestic manufacturing. DHPAC’s CDE initiative aligns with these federal goals, enhancing the potential for collaborative opportunities and additional funding.
- Launch of First CDE
- Date: May 15, 2024
- Details: DHPAC successfully launched its first Community Development Entity in an Opportunity Zone near Newport News, Virginia. The facility includes a state-of-the-art Makerspace and Pre-Accelerator, providing local entrepreneurs with the resources and support they need to thrive.
